UNESCO and FAO train community facilitators and supervisors in Rumbek, South Sudan – South Sudan


UNESCO and FAO, in partnership with implementing partners and the three line ministries (General Education and Instruction, Agriculture and Food Security, and Livestock and Fisheries), organized a two-week training for capacity building in 63 field school teachers on livelihoods and pastoral education. facilitators and 36 county supervisors and members of the State Technical Working Group October 14-27, 2021 in Rumbek, Lakes State, South Sudan.

The capacity building training aimed to increase the understanding and knowledge of community facilitators / teachers of the Integrated Field School approach and methodologies for Pastoralist Livelihoods and Education (PLEFS), as well as the program and basic implementation steps to carry out literacy, numeracy and life skills training sessions for children, youth and adults in breeding camps. UNESCO partners with FAO to implement the Literacy, Numeracy and Life Skills component of the project to enhance the acquisition of skills, strategies and education essential for resilient pastoral livelihoods by target communities.

Speaking at the conclusion of the training, Mr. Julius Banda, Head of UNESCO South Sudan Office and Country Representative appreciated the dedication and commitment of community facilitators / teachers and county supervisors for the successful implementation of the PLEFS awareness-raising approach which has currently registered the mobilization and enrollment of nearly 4,249 out-of-school learners, young people and adults in the learning groups of the breeding camps. Mr. Julius Banda further asserted that the PLEFS approach is UNESCO’s flagship project and is one of the best models to promote the United Nations Sustainable Development Goals and the Education 2030 Agenda which seeks ways to bring learning opportunities closer to where the children are in order to “leave no one behind”. He stressed that children in cattle camps have long been marginalized and deprived of educational opportunities, therefore the PLEFS project approach should be broadened to become a viable program to be replicated in other areas and regions. .

For his part, Mr. Jasper Okodi, the head of the FAO field office in Rumbek as well as the PLEFS project manager congratulated the participants, the European Union and the Government of South Sudan and affirmed that the challenges resulting from the lack of basic services for marginalized pastoralists Communities in Lakes State, South Sudan, could only be successfully approached from an integrated approach, which is why the PLEFS project is the one of FAO’s most important projects. In addition, he thanked UNESCO for its support for the reading, writing, numeracy and life skills component of the project. He called on the Honorable Minister of the Ministry of State for General Education to consider community facilitators as a great resource that could be absorbed into the Ministry’s payroll to help them continue to support the program for its sustainability.

Speaking on occasion, the Hon. Kongor Deng Kongor, the guest of honor of the event, and Minister of State for General Education and Instruction, of the Lakes State, appreciated the European Union and the partners (FAO and UNESCO) and acknowledged that the PLEFS project is indeed a great initiative for which the State Ministry of Education is grateful.
